Enterprise Integrity Management System

Enterprise Integrity management system (GB/T 31950-2015) is a national standard of the People's Republic of China implemented on January 1, 2016, which is under the National Technical Committee 470 on Social Credit of Standardization Administration of China.

Enterprise Integrity management system (GB/T 31950-2015) stipulates the principles of enterprise integrity management and the process method of establishing enterprise credit management system. From the aspects of planning, supporting process, management realization, inspection and analysis and continuous improvement, this paper expounds the realization method of enterprise credit management system from construction, implementation, operation to audit. This standard is applicable to: ① enterprises seeking advantages through the implementation of integrity management system; (2) enterprises that seek trust in interest relations and participate in integrity activities; (3) Internal or external personnel and bodies that evaluate the integrity of enterprises in management system; (4) Internal or external personnel who put forward suggestions or provide training for enterprise integrity management system.

Compilation process
 

• Rename

 The name of this standard is "Enterprise Integrity management system". During the development process, after discussion by experts, it is considered that the content of "Enterprise Integrity management system" is difficult to meet the requirements of enterprise integrity system construction put forward in the Outline of Social Integrity System Construction Plan (2014-2020), which limits the perfection and applicability of the social integrity standard system. Therefore, the name of this standard is changed to "Enterprise  Integrity management system".
 

• Set up a national standard drafting working group

In July 2013, the National Standard Drafting Working Group of "Enterprise Integrity management system" was established and the first meeting of the National Standard Drafting Working Group of "Enterprise Integrity management system" was held in Beijing. In order to make "Enterprise Integrity management system" more applicable, the national standard drafting working group paid special attention to the participation of enterprise management experts, integrity management experts, experts from relevant departments of the country and experts from related enterprises, which made the composition of the national standard drafting working group more representative.

• Standard plan

On August 1, 2013, the national standard plan "Enterprise Integrity management system" (20130418-T-424) was issued, with a project cycle of 24 months, which was reported and implemented by TC470 (National Technical Committee 470 on Social Credit of Standardization Administration of China), and the competent department was Standardization Administration of the People's Republic of China. According to the National Standard Information Public Service Platform, the plan has been publicized, drafted, solicited opinions, examined, approved and released online.

• Form a draft standard

 
According to the work plan, after the first meeting of the standard drafting working group, the main drafters of the standard first distributed the first draft of the standard to all members of the standard drafting working group for revision. All members of the standard drafting working group conducted in-depth research and discussion on the basis of the first draft of the standard, and sorted out and formed the draft standard of "Enterprise Integrity management system".
 

• Form a standard draft for comments

 
After in-depth investigation and many expert discussions, on the basis of the draft standard of "Enterprise Integrity management system", the standard drafting working group discussed and revised the revision opinions of the members of the drafting group on the draft standard and relevant expert opinions again, and finally formed the draft of "Enterprise Integrity management system" for comments.
 

• Release and implement

 
On September 21, 2015, the national standard "Enterprise Integrity management system" (GB/T 31950-2015) was issued by the General Administration of Inspection and Quarantine of surveillance and Standardization Administration of the People's Republic of China.
On January 1, 2016, the national standard "Enterprise Integrity management system" (GB/T 31950-2015) was implemented.

The national standard "Enterprise Integrity management system" (GB/T 31950-2015) was drafted according to the Chinese national standard "Guidelines for Standardization-Part 1: Standard Structure and Compilation Rules" (GB/T 1.1-2009).

The National Standardization Committee issued and began to implement the national standard GB/T 31950-2023 "Enterprise Integrity Management System Requirements" on March 17, 2023, which replaces GB/T 31950-2015 "Enterprise Integrity Management System".
